Bennett Street Water Line / Sanitary Sewer Line
The Bennett Street project includes the replacement of 1,000 linear feet of water and sanitary sewer mains, along with asphalt roadway reconstruction. The construction contract was awarded on October 14, 2025. Construction began November 2025.
Downtown Complete Streets, Phase 2A
This project is a continuation of the Downtown Complete Streets project as identified in the Downtown Complete Streets Plan. Phase 2A will include the parking lot on the EDC property and improvements to Broad Street from Cedar Street to Texas Street. The construction contract was awarded January 2025, and construction began March 2025. The EDC parking pavement and striping is complete, and landscaping has been installed. construction on Broad Street is substantially complete pending Oncor utility work.
Drainage Improvements - 702 E. Pleasant Run Road
Improvements to replace the existing corrugated metal pipe and realignment of new underground storm drainpipe to the existing creek channel. The construction contract was awarded on June 24, 2025. Construction began August 2025 and substantially completed October 2025.
US Hwy 67 Elevated Storage Tank Repair and Paint
Project scope includes minor repairs of the US Hwy 67 Elevated Storage Tank, repainting both the interior and exterior tank, and the additional of external up-lighting. Construction contract was awarded December 9, 2025. Construction is estimated to begin early 2026.
Library in a Park
The Library, Museum and Signature Park project is located in the Midtown District and will serve as a catalyst for high quality pedestrian-oriented development. Construction began July 2022 and is substantially complete. Staff is reviewing the building, park and trail for one-year warranty with completion estimated for Fall 2025.
Pavement Assessment
This assessment will analyze the City's current pavement conditions and establish a baseline for staff to plan and budget for future street repairs. The City will receive industry-standard street grading and be able to efficiently prioritize necessary repairs. The professional services agreement was approved by City Council on June 24, 2025. A project kick-off meeting between staff and consultant was held in July. Roadway data has been collected, a draft submittal has been submitted and is under staff review.
N. Roberts Road Improvements
Improvements will include the reconstruction of the drainage ditch at the north end of Potter Street, alley replacement, replacement of the water main, and replacement of the sanitary sewer main. The construction contract was awarded May 27, 2025, and construction began July 2025.
Traffic Signal at N. Joe Wilson Road & Calvert Drive
The City will be installing a new traffic signal light at the intersection of N. Joe Wilson Road and Calvert Drive. Included in the design is a pedestrian crossing signal. The construction contract was awarded February 2025. Construction began December 2025. Contactor is awaiting material delivery.
US Hwy 67 U-Turn Street Lights / Aesthetic Bridge Lighting
The US Hwy 67 U-Turn Street Lights project is the addition of aesthetic light fixtures on the U-Turn bridges on US Hwy 67 at Belt Line Road and at FM 1382. The scope of work includes the installation of 16 aesthetic light fixtures and other associated work to complete the installation. The construction contract was awarded May 2024. Construction began December 2024. Lights have been installed and are operable. Currently awaiting photocell installation at FM1382 lights.
NB US Hwy 67 Water Main (Pleasant Run Road to Joe Wilson)
The US Hwy 67 water improvements includes the installation of a new 10-inch water main to replace the existing 4-inch main along the northbound frontage road of US Hwy 67 between Pleasant Run Road and Joe Wilson Road. Construction contract was awarded on October 28, 2025. Construction began November 2025.
1382 Gateway Monument
- Design and construct a gateway entry monument on FM 1382 as residents and visitors enter Cedar Hill from Dallas.
- Project is currently on hold.
Baggett Branch Lift Sation Rehabilitation
- Replacement of aging infrastructure including pumps, valves, control panel, piping, and housing structure.
- Project is in design phase.
Dog Park
- Collaborative effort between the City of Cedar Hill and Trinity Church.
- Proposed park will span four acres and connect to Pleasant Run Road via a sidewalk.
- Includes separate areas for large and small dogs, irrigation, pet-friendly landscaping, drinking fountains (pets and people), shaded seating, lighting and plans for future restroom facilities and signage.
- Project is currently in design phase.
Left Turn Lane Improvements at E. Belt Line Road & Joe Wilson Road
- Texas Department of Transportation (TxDOT) project to modify the left turn lane on E. Belt Line Road at Joe Wilson Road.
- Improvements will improve the sight distance in each direction.
- Project is in design phase with an estimated construction start of summer 2025.
Mount Lebanon 16"Water Line
- Construction of new 16" water line along Mt. Lebanon Road from the US Hwy 67 elevated storage tank to Lake Ridge Parkway.
- Work Authorization for design has been approved.
- Project is in design phase.
Robin Road-Canyon View Court-Capricorn Street Drainage Improvements
- Drainage improvements in three locations within Cedar Hill:
- Robin Road - Provide erosion control and structural support to existing headwall and wingwalls at creek crossing;
- Canyon View Court - Installation of an underground storm drainage pipe from the cul-de-sac to Beltline Road; and
- Capricorn Street - Identification of the best approach to redirect overland flow to an existing wye inlet.
- Project is currently in design phase.
Alan E. Sims Recreation Center Expansion
- Facilities updates to accommodate the need for additional recreational spaces.
- Expansion of the indoor space to better serve the senior community.
- Project is in design phase.
Straus Road Trail Alignment Study
- Alignment study prior to design of Straus Road Trail.
- Proposed trail will be a 1.1 mile, 12' multi-use paced trail to run parallel to Straus Road, from the intersections of FM 1382 & Straus Road to Belt Line & Main Street.
- Preliminary alignment is completed; historical and traffic data is currently in review.
Southwest Water Transmission Pipeline
- Dallas Water Utilities project to install a 96" water transmission pipeline.
- A portion of it (1.9 miles) is within the City of Cedar Hill, from western city limit to U.S. 67, along Wintergreen Road.
- Design is complete and right-of-way is being acquired.
Summit Roadway Repair
- Repair the separated culvert and downhill shifting of pavement on Summit Place.
- Geotechnical analysis completed.
- City Council approved design contract August 2025.
- Project is in preliminary design phase.
Traffic Signal at E. Belt Line Road & Sims Drive
- Texas Department of Transportation (TxDOT) project to install a new traffic signal light.
- Includes pedestrian crossing signal.
- Project is in design phase.
US Hwy 67 & Lake Ridge Parkway Aesthetics Design
- Custom panel design for intersection bridge underpass.
- Design approved by TxDOT.
- Construction estimated to begin spring 2026.
US Hwy 67 & Parkerville Road Valve Reconfigure
- Reconfiguration of water valve at US Hwy 67 and Parkerville Road to successfully isolate multiple water lines in the area in the event a shutdown is necessary.
- This project was identified as a priority project in the most recent Water & Wastewater Master Plan.
- Project is in construction bid phase.
J.W. Williams Park Bond Improvement
- Proposed installation of an additional pavilion and updated exercise equipment.
- Includes extending the walking path within the park.
- Project is currently on hold.
Community Development Block Grant (CDBG) Projects
The Community Development Block Grant (CDBG) program is a flexible program that provides communities with resources to address a wide range of unique community development needs. Cities may use their CDBG funds to undertake a wide variety of activities such as, reconstructing roads, installing water lines, building playgrounds, demolishing substandard structures, making buildings ADA-accessible, etc., as long as the projects meet federal requirements.
CBDG (FY 2024)
Sidewalk Improvements
On June 11, 2024, Cedar Hill City Council authorized and agreement with Dallas County for FY 2024 CDBG Program Funding. This agreement provided CDBG funding for sidewalk improvements along the west side of Somerset Drive, from Stadium Drive to Cooper Street. Approximately 700 linear feet of sidewalk (5 feet width) will be constructed along Somerset Drive. The sidewalk will provide improved access by the neighborhood to Cedar Hill High School, Virginia Weaver Park and The Lagoon. Construction contract was awarded in May 2025. Construction began in June 2025 and completed July 2025.
CDBG (FY 2022)
Sidewalk Improvements and ADA Ramps
On June 28, 2022, Cedar Hill City Council authorized and agreement with Dallas County for FY 2022 CDBG Program Funding. This agreement provided CDBG funding for sidewalk improvements along Somerset Street and Weaver Street, which included 1400 linear feet of 5-foot wide sidewalk along Somerset Drive. The sidewalk provides improved access by the neighborhood to Cedar Hill High School, Virginia Weaver Park, and the Lagoon. Also included was the installation of eight ADA ramps on Matterhorn Street. The construction contract was awarded July 2023. Construction began July 2023 and completed February 2024.
CDBG (FY 2018)
Hickerson Street Sanitary Sewer Replacement and Street Rehabilitation Project
On August 27, 2019, Cedar Hill City Council authorized and agreement with Dallas County for FY 2018 CDBG Program Funding. This agreement provides CDBG funding for the replacement of the sanitary sewer main in the 300 block of Hickerson Street. The City executed an Engineering design contract with Dunaway Associates on October 10, 2019, to develop Engineering design and construction plans for the sewer line replacement. Staff made the recommendation to include street improvements using the FY2020 CDBG funds and available Coronavirus Aid, Relief and Economic Security Act (CARES Act) funds for public improvements to fund the project. On July 28, 2020, City Council approved use of these funds for this project. The project included construction of 1,024 linear feet of 8" sanitary sewer main and replacement of asphalt pavement on Hickerson Street. Construction began January 2021 and was completed November 2021.
Duncanville Road & Bear Creek Road Intersection Improvements
- Addition of left turn lanes in each direction.
- Added shoulders to improve visibility in all directions.
- Construction began May 2025 and completed August 2025.
Highlands South Trail Lighting Project
- Installation of 25 solar-powered light fixtures along the tail.
- Includes integrated motion sensors to illuminate lights at 100% upon motion detection and automatically dim when motion stops.
- Installation was completed.
Pedestrian Signal Modifications - W. Belt Line Road & Main Street
- Americans with Disabilities Act (ADA) accessibility updates.
- Pedestrian pole assembly/buttons were relocated on all four corners of the intersection.
- Construction began March 2025 and completed May 2025.
S. Waterford Oaks Drive Street Lighting Improvements
- Installation of conduits and foundations to allow for the installation of six streetlights along the 100 block of S. Waterford Oaks Drive.
- Construction began November 2024 and completed May 2025.
Balcones Trail Wayfinding Signage
- Installation of quarter mile markers, wayfinding signage, and related interpretive signage along the Balcones Trail.
- Includes quarter mile distance markers, wayfinding and interpretive signs.
- Project was completed Spring 2025.
Parks, Recreation Trails and Open Space Master Plan
- A strategic and comprehensive Master Plan update.
- Addresses citizen needs and enhances Cedar Hill as a place where people are proud to live, work, play, invest and engage in the community.
- The Green Imprint was adopted April 2025.
Crawford Park Improvements, Phase 1
- Update playground, tennis and basketball surfaces, restrooms, and extended walking trail.
- Included the resurfacing and restriping of Krantz Drive.
- Construction began October 2024 and completed March 2025.
Alan E. Sims Recreation Center Window Seal Replacement
- Replacement of weather seals around the upstairs windows which were impacted by wear and tear.
- Repairs have prevented water seepage avoiding any further damage.
- Project was completed March 2025.
N. Potter Street Water Line Improvements
- Replacement and upsizing of a 1" water main to a standard 8" water main in N. Potter Street between Belt Line Road and Bennett Street.
- Upgrades increased service capacity to the area.
- Included was the installation of a fire hydrant to improve fire protection for the area. Construction began August 2024 and completed January 2025.
Cedar Hill Road Water Line Replacement, Phase 2
- Replacement of an 8" water main along Cedar Hill Road from Pleasant Run Road to Wintergreen Road.
- Included the asphalt reconstruction of Cedar Hill Road from Pleasant Run Road to Wintergreen Road.
- Construction began February 2024 and completed December 2024.
Red Oak 7 Sanitary Sewer Line
- Extend sanitary sewer service in the Red Oak Basin to the industrial park properties along US Hwy 67.
- Construction began June 2023 and completed February 2024.
Illuminated Street Name Signs - TxDOT Intersections
- Addition of lighted street name signs at TxDOT controlled intersections along FM 1382 corridor and US Hwy 67 frontage roads.
- Construction began November 2022 and completed February 2024.
US Hwy 67 Landscaping Project
- Partnership project with TxDOT as part of the Green Ribbon Program.
- Provide landscaping and hardscaping on the US Hwy 67 corridor.
- Landscaping focused at the northern City limits and the intersection of US Hwy 67 and FM 1382.
- Construction October 2021 and completed April 2023.
N. Joe Wilson Road Improvements at US Hwy 67
- Widening of N. Joe Wilson Road to accommodate a right turn lane north of US Hwy 67.
- Construction began May 2021 and was completed February 2022.
Wintergreen and Duncanville Roads Intersection Improvements
- Partnership project with Dallas County, and the funding partners include Cedar Hill, Duncanville, DeSoto, TxDOT and Regional Toll Revenue.
- The scope of work for this project was implemented in two phases:
- Phase I - Limits from Main Street intersection to 900 feet south along Duncanville Road included intersection improvements, roadway widening, trail, sidewalks, lighting, and drainage improvements.
- Phase II - Wintergreen Road improvements beginning at Phase I terminus to Cockrell Hill Road.
- Construction on Phase I began August 2019, Phase II construction began September 2020, and all roadway construction completed March 2022.
Safe Routes to School Sidewalk Project
- Partnership project with TxDOT to improve the safety and ability of students to walk or bicycle to and from school.
- Project included the installation of 3.21 miles of sidewalks in four areas of the City with a focus on public or private primary or middle school.
- Construction began December 2021 and completed September 2022.
Cedar Hill Road Water Line Replacement, Phase 1
- Replacement of an 8" water main along Cedar Hill Road from northern City limits to Wintergreen Road, including the asphalt roadway reconstruction.
- Construction began May 2022 and completed October 2022.
Downtown Complete Streets, Phase 1
- Implement Phase 1 Street Improvements as identified in the Downtown Complete Streets Plan.
- Construction began February 2022 and completed October 2022.
Signal Light on S. Joe Wilson Road at Weaver Street
- Installation of a new traffic signal light at the intersection of S. Joe Wilson Road and Weaver Street.
- Construction began November 2020 and was completed March 2021.
Signal Light at Wintergreen Road and New Clark Road
- Installation of a new traffic signal light at the intersection of Wintergreen Road and New Clark Road.
- Project is jointly funded by the City and North Central Council of Governments through grant funds.
- Construction began August 2021 and was completed November 2021.
Bear Creek Road Reconstruction
- Reconstruction of Bear Creek Road from Joe Wilson Road to Cockrell Hill Road.
- Construction began in January 2020 and was completed in March 2020.
Texas Street / Hardy Street Drainage Improvements Project
- Installation of an underground drainage system to capture storm water at Texas Street and Hardy Street and tie into the underground system at Belt Line Road.
- Construction began July 2020 and was completed December 2020.
Robin Road Water Line Replacement
- Replace existing water line with a new 8" water line along the south end of Robin Road.
- Construction began July 2020 and was completed December 2020.
Texas Department of Transportation (TxDOT) - Loop 9

CAPITAL IMPROVEMENT PROGRAM (CIP)
The Capital Improvement Program (CIP) consist of projects that involve the construction of infrastructure and major facilities such as streets, water lines, sewer lines, storage tanks, etc. These investments are essential elements of providing premier service to the City of Cedar Hill and meets the following City Council Premier Statements:
