1. If I want to leave my baby at a Safe Baby Site, where can I go?

You may take your baby to any hospital, fire rescue station, or emergency medical technician (EMT) in the state of Texas.
Please remember that it is VERY important to give your baby to a person working at one of these facilities. That is the best way to care for your baby.
People working at these facilities usually have some form of visible identification.
Tell the person that you want to leave your baby at the Safe Baby Site.

2. How long can I wait before I take my baby?

You can take your baby, up to 60 days old.

3. Why must the baby be 60 days old or less?

The intent of Baby Moses law is to provide a responsible alternative to desperate mothers.
The first days of a newborns life are the most critical, and most likely the time that immediate medical attention is required.

4. What will they ask me?

The people at the Safe Baby Site where you choose to leave your baby may provide you with a voluntary form to fill out that is used to provide medical information for your child. This is NOT an attempt to try to find out who you are. This information will be put in your baby’s records, and may help answer health questions in the future.
The Safe Baby Site may offer to give you some referrals and help lines that you may want to call in the future if you want to speak with someone about what you have been through.

5. Is it true that the police will not be called?

The police will not be called if your unharmed baby (60 days old or less) is brought to a hospital, fire rescue station or EMS station and given to a person who works there.
If you leave your unharmed baby at a hospital, fire station or with an EMT, you will not be prosecuted for abandonment or neglect.

6. What happens to my baby?

If you leave your baby at a fire station or with and EMT, they will give the baby immediate medical care and then transport the baby to the closest appropriate hospital.
The hospital will take care of any additional medical needs that your baby may have.
The Texas Department of Protective and Regulatory Services (TDPRS) will then take custody of your child.
After the legal responsibilities are fulfilled by TDPRS, your baby will be placed with caring family.

Yes. A permit is required to construct a new fence or when replacing more than 50 percent of a fence. An application for permit and $25 permit fee must be submitted to the Building Inspections Department prior to construction.

Come learn how your Cedar Hill Fire Department prepares for life-threatening emergencies and learn about all the many services our trained emergency professionals provide to the citizens of Cedar Hill.

2. Why a Citizens Fire Academy?

This program is designed for people who have a genuine desire to learn about the daily life of firefighters, who want to increase fire and life safety awareness, and who wish to increase the awareness of the services provided by the Cedar Hill Fire Department.

3. Who can attend?

Anyone who is at least 18 years old, who lives or works in Cedar Hill, and has never been arrested or charged with any crime. Selection of students will be made by application

4. Do I get to ride in a fire truck?

Yes, during the 3rd week of class you will be able to sign up to ride-out with on-duty personnel to emergency and non-emergency calls. If you pick a good time slot you will even get a chance to sample some cooking, Firefighter style. Remember that all students, while on calls, will be observing ONLY.

5. How much does the course cost?

There is no charge to participants. All materials, along with CFA T-shirt, are provided.

6. When do classes meet?

Classes meet one evening per week for 10 weeks. Each class is three hours in length. (6:30 pm till 9:30 pm)

7. Do you just sit in class for 10 weeks?

NO, there will be some materials that will be discussed in the classroom; however there will be plenty of demonstrations and hands-on activities in which you will be encouraged to participate outside the classroom.

8. Who are the instructors?

A variety of instructors are used from the Firefighters on shift all the way up to the Fire Chief.

9. What happens upon completion?

Graduates are encouraged to join the Alumni Association, and participate in meetings that inform you of upcoming events. Members will work with the CHFD on local civic events and assist with various programs.

Connect-CTY

1. What is the Connect-CTY service?

The Connect-CTY service allows authorized City administrators to create and rapidly disseminate time-sensitive messages to every telephone number stored in the notification database. Authorized users can send thousands of messages in minutes. Only authorized officials are allowed access to the system.

2. How does the service work?

Authorized officials record a voice message that is then delivered quickly to individual phones in the notification database.

3. What types of messages will be sent using the service?

Primarily messages regarding the safety or welfare of our community. This communication system will occasionally be used to remind residents about community-wide events.

Examples would include severe weather warnings and updates, hazardous traffic or road conditions inside the city or affecting local routes, and special event updates.

4. Does this service replace other emergency systems?

This system is not a replacement for TV and radio broadcasts, and our city web site will continue to post important announcements. Our emergency siren system has recently been upgraded and will continue to be used for severe weather warnings.

5. Is my telephone number included in the notification database?

It is our intention and hope that every residence in our community be included in the notification database. To provide contact information, please visit the database link or call the City at 972.291.5100 ext.1007.

6. May I use a cell phone as my notification database listing?

Yes, we can accept cell phones in the database and encourage you to request that your number be included.

7. What precautions are being taken to protect personal information?

Connect-CTY® is a service of The NTI Group, Inc. (NTI). NTI takes security and privacy concerns very seriously and does not sell, trade, lease or loan any data about our clients to any third party. From a technical perspective, we utilize multiple physical and virtual layers of firewalls to maintain data security. NTI only utilizes secure transmissions with its customers. No confidential information is ever transmitted between NTI and its customers using e-mail or FTP, but rather always utilizes either a VPN tunnel or SSL. Data is hosted in state-of-the-art facilities which require photo identification, thumb-print recognition, keyed access, and are manned 24/7 with full-security personnel. All data is encrypted prior to being placed on tape for offsite storage. NTI also retains an external, independent security firm to perform annual security audits.

8. Will there be a way to positively identify incoming calls which are made by the city using the system?

The caller-ID number for calls generated by the Connect-CTY service will be: 469.272.2939. The recording will clearly indicate that it is from the City of Cedar Hill. The message content will follow this standard introduction.

9. Will the Connect-CTY service work if I have a call screening system on my phone?

There are several varieties of call screening devices which use differing protocols for screening. In general, the system has been found to work with these devices; but, some may require some type of pre-programming to allow our village’s telephone number to pass through. We may conduct periodic tests to assure that messages are being delivered to numbers in the notification database.

10. If I am a non-resident home or condominium owner, what phone should be listed in the notification database?

For non-residents or owners who reside outside of our city, you may provide additional phone numbers to be included in our database to contact during certain situations. In general, calls are sent to the primary number only, but we also have the ability to call multiple numbers for each resident. 11. If I have provided more than one phone number, when will they be called?

Should a situation arise that requires us to contact you at multiple phone numbers, we can activate the system to place a simultaneous call to all of your numbers. In most cases, we will be sending calls only to one phone number.

12. My primary phone or my second listing is a cell phone with a non-local area code. Will the service call numbers outside the area?

Yes. The area code does not impact whether or not a call is made.

13. How does the system respond to busy signals or no-answer situations?

For busy signals, the call will be repeated several times in an attempt to reach you. The same is true for No-answer and Call-waiting. If the phone is answered by a message recorder, the message will be left on the answering device. If, after several attempts the call does not successfully go through, the system will stop attempting to call.

14. I am receiving city notification calls at my fax or my secondary phone line. Can I switch to have the system call my primary phone number?

Yes. Please visit the database link or contact us at 972.291.5100 ext.1007 to change the phone number in our notification database.

15. I was not able to listen to the entire call. Is there a way to repeat the message?

Yes, at the end of the message playback, simply press the star (*) key on your telephone to have it repeated in its entirety.

16. I answer the phone but the “Hello” message repeats. It then hangs up, calls back, and the same thing happens again. How can I hear the entire message?

Repeating or looping of messages happens when the system detects excessive noise in the background. This can be caused by loud radio/television volumes, people talking, or busy traffic noise. When you receive the next call, say “hello” once and turn down the volume of your radio/television or press the mute button on your telephone to allow full message delivery.

3. How are my property taxes calculated?

The market and taxable values of a property are determined by the Dallas and Ellis Central Appraisal Districts. They provide each taxing entity (cities, school districts, the county and special districts) a certified appraisal roll. Each taxing entity utilizes the certified appraisal roll to determine the tax rate required to meet their budgetary needs. Each taxing entity adopts a tax rate following the procedures mandated by the Truth-in-Taxation laws applicable to the entity. These tax rates are provided to the Dallas County Tax Office for billing and collection. The Dallas County Tax Office issues a consolidated bill for the taxes due for Dallas County properties and an individual bill for the City of Cedar Hill for Ellis County properties.

2. How do I get an ambulance call report?

EMS Chief Kevin Cunningham is the designated contact for EMS records. You can reach him Monday - Friday from 8:00 am - 12:00 pm, 1:00 pm - 5:00 pm at 972.291.1011.

3. Can I burn brush or trash in Cedar Hill?

The Cedar Hill City Council passed Ordinance 2002-127 on November 12, 2002, effective immediately, which prohibits all outdoor open burning except for approved TNRCC commercial trench sites. Commercial trench sites approved by TNRCC must also have a permit issued by the Fire Marshall's Office, which may include further restrictions.

This does not prohibit campfires in an approved fire-ring (state park), barbeque grills, masonry patio grills, chimeras, etc.

4. Why is a fire engine sent when I call for an ambulance?

A fire engine is automatically sent as a first responder when a MICU is assigned to a Heart Attack, Unconscious Person, or a Major Accident type call. Additionally, if the assigned MICU is greater than 6 minutes away, then an engine will be assigned as a first responder. The engine personnel are all Paramedics and all of the engines have full Advanced Life Support capability and they will stay until the arrival of the MICU.

5. When is trash/recycled material picked up?

Trash/recycled material is picked up on the same day, weekly. Visit the link below for a map of collection days. Pickup is from the alley, if available, or the curb. Please place the recycle cart (yellow lid) within three feet of the curb or alley. No sorting is necessary.

6. What if I have items bigger than the normal trash?

Bulky Items
On your weekly trash/recycling collection day you are allowed to set out 1 additional bulky item or 4 bundles of brush.

Bulky items are defined as:
appliances, furniture, carpet, mattresses, furniture and
fence sections (cut to 4 ft. width with no concrete).

Refrigerators, ice makers, freezers and window air conditioners must be tagged by a licensed technician as free of Freon.

This service does not include construction material, tires, automobile batteries or other parts, dead animals, hazardous waste or livestock stable matter of excessive weight or volume.

Yard trash and leaves will be picked up if in plastic bags. Tree limbs must be bundled, no longer than 4 feet in length and not exceeding 50 pounds each. If there is a large amount of limbs, a special pick-up must be coordinated with Waste Management at 972.315.5400.

7. Is there a homeowners association for my subdivision?

Many but not all subdivision have homeowners associations.

8. My electricity is out! Who do I call?

Oncor and Hilco Electric Coop provide electricity to homes and businesses in Cedar Hill. Check your electric bill to see which is your provider.
If you lose power, contact Oncor at 1.866.797.4839 or Hilco at 1.800.338.6425 at all hours.
You can report an outage online at Oncor.com.
Even if you believe your neighbors will call in a power outage, go ahead and call for your address.

The City does not maintain or restore power lines. Do not call the City to report power outages.
If there are downed power lines, call 911 and keep people away from the lines.

Oncor, the electricity transmission company that serves most consumers in Cedar Hill, has introduced a new website (stormcenter.oncor.com) where consumers can see a map of outages that have been reported, see how many people are affected and get an estimated time when power will be restored.

13. Does the Tri-City Animal Shelter Microchip animals?

All animals adopted or reclaimed from the Tri-City Animal Shelter & Adoption Center will be required to be microchipped. The fee for this is $25 and includes free registration with the national microchip company, AVID.

A microchip is a permanent form of identification, as long the chip is registered, and the registration is kept up to date. The registration information will be filled out prior to leaving with the pet and the shelter will mail it in to the company.

The goal of requiring the pets to be microchipped is twofold:

Increase the number of pets that are reunited with their owners
Increase the responsibility of pet owners who continue to allow their pets to run at large.

3. What if the library doesn’t have the book(s) I need?

Books and materials not owned by the Zula B. Wylie Library may be available through the Interlibrary Loan process. This service is available at the Reference Desk. Interlibrary Loan is not an instant service and can take anywhere from 2 to 6 weeks (on average) to receive an item from another library. When the item you requested is received, you will be notified and have 3 days to pick up the item. There is a $1.25 postage fee applied to each item that you request.

1. What is the difference between Seasonal, Avian (bird) and Pandemic Flu?

Pandemic flu is virulent human flu that causes a global outbreak, or pandemic, of serious illness. Because there is little natural immunity, the disease can spread easily from person to person. Currently, there is no pandemic flu.  
Seasonal (or common) flu is a respiratory illness that can be transmitted person to person. Most people have some immunity, and a vaccine is available.
Avian (or bird) flu is caused by influenza viruses that occur naturally among wild birds. The H5N1 variant is deadly to domestic fowl and can be transmitted from birds to humans. There is no human immunity and no vaccine is available.

2. Will a pandemic influenza occur? If so, when will it happen?

Symptoms of avian influenza may depend on which specific virus subtype and strain caused the infection.

4. How do pandemic viruses occur?

New influenza viruses emerge as a result of a process called antigenic shift, which causes a sudden and major change in influenza A viruses. These changes occur when proteins on the surface of the virus combine in new ways as a result of mutation or exchange of genetic material between multiple influenza viruses. If such changes result in a new influenza A virus subtype that can infect humans and spread easily from person to person, an influenza pandemic can occur.

5. What age groups are most likely to be affected during an influenza pandemic?

Although scientists cannot predict the specific consequences of an influenza pandemic, it is likely that many age groups would be seriously affected. The City has a location at their Service Center that you can take all of your cooking grease to be disposed of. Bring the grease, in any type of container, and dispose of it in an evironmentallyfriendly and safe manner. Placing grease down your drain can cause problems with the sewer system and result in sewer back-ups and/or costly repairs.

5. Why are there flags/markings near my yard or at my curb?

Colored flags and markings in the street typically indicate that a line locate has been done. Line locates are used to identify water lines or other utility lines prior to work being done in that area. These types of markings in a residential area are usually an indicator that a cable or phone company will be doing some work in that area. Anyone working in the City's ROW (right-of-way) is required to have a ROW Permit on file.

1. Is there a distinction between resident and non-resident?

There is no distinction between resident and non-resident. Whether you live in Cedar Hill or outside of the City, your membership rates are the same.

2. Can we have a DJ in the room we rented for our party?

You may have a DJ, live band or amplified music only if you rent the entire 5400 sq. ft. space.
The Recreation Center offers AV equipment that allows you to connect your PC, play CDs, radio or plug in your iPod or MP3 player. There is no charge for the use of this equipment.

3. What are the rules regarding Youth/Teen events?

All events with 50 or more youth/teens(ages 12 through & including 21) in attendance will be required to have on-site Cedar Hill Police Department officers (one per 50 youth), reserved through the Cedar Hill Recreation Center. All fees must be paid at least 30 days prior to the event to insure privileges.
It is highly recommended that all events with youth/teen ages 21 and under as the primary attendees should have chaperones of 1 for every 10 youth.

Swine Flu

1. What is Swine Influenza?

Swine Influenza (swine flu) is a respiratory disease of pigs caused by type A influenza virus that regularly causes outbreaks of influenza in pigs. Swine flu viruses cause high levels of illness and low death rates in pigs. Swine influenza viruses may circulate among swine throughout the year, but most outbreaks occur during the late fall and winter months similar to outbreaks in humans. The classical swine flu virus (an influenza type A H1N1 virus) was first isolated from a pig in 1930.

2. Can humans catch swine flu?

Swine flu viruses do not normally infect humans. However, sporadic human infections with swine flu have occurred. Most commonly, these cases occur in persons with direct exposure to pigs (e.g. children near pigs at a fair or workers in the swine industry). In addition, there have been documented cases of one person spreading swine flu to others. For example, an outbreak of apparent swine flu infection in pigs in Wisconsin in 1988 resulted in multiple human infections, and, although no community outbreak resulted, there was antibody evidence of virus transmission from the patient to health care workers who had close contact with the patient.

3. Can people catch swine flu from eating pork?

No.
Swine influenza viruses are not transmitted by food. You can not get swine influenza from eating pork or pork products. Eating properly handled and cooked pork and pork products is safe. Cooking pork to an internal temperature of 160°F kills the swine flu virus as it does other bacteria and viruses.

4. How does swine flu spread?

Influenza viruses can be directly transmitted from pigs to people and from people to pigs. Human infection with flu viruses from pigs are most likely to occur when people are in close proximity to infected pigs, such as in pig barns and livestock exhibits housing pigs at fairs. Human-to-human transmission of swine flu can also occur. This is thought to occur in the same way as seasonal flu occurs in people, which is mainly person-to-person transmission through coughing or sneezing of people infected with the influenza virus. People may become infected by touching something with flu viruses on it and then touching their mouth or nose.

5. What medications are available to treat swine flu infections in humans?

There are four different antiviral drugs that are licensed for use in the US for the treatment of influenza: amantadine, rimantadine, oseltamivir and zanamivir. While most swine influenza viruses have been susceptible to all four drugs, the most recent H1N1 influenza viruses isolated from humans are resistant to amantadine and rimantadine.

6. Is there a vaccine for swine flu?

Vaccines are available to be given to pigs to prevent swine influenza. There is no vaccine to protect humans from swine flu. The seasonal influenza vaccine will likely help provide partial protection against swine H3N2, but not swine H1N1 viruses.

7. How can I protect myself from contracting it?

Use the common-sense practices to stop the spread of germs:

1: Cover your mouth and nose with a tissue when coughing or sneezing
2:Wash your hands
3: Avoid touching your eyes, nose or mouth
4: Avoid close contact with people who are sick.

Garbage is picked up 1x week.

Waste Management is the approved solid waste collector for the City of Cedar Hill.

Trash must be out by 7 a.m. on designated pickup day.

Recycling for the entire city is picked up on your designated trash pick up day.

Holiday pickup
On New Year’s Day, Thanksgiving Day and Christmas Day, trash service will not be provided. If your collection day is Monday or Tuesday, your makeup day is Wednesday. If your day is Thursday or Friday, Saturday is your makeup day.

Trash must be placed in plastic garbage bags, not left in trash cans. Plastic garbage bags must be 2 mil thick and no larger than 30 gallons in capacity.

Residents may call Waste Management at 972.315.5400 about missed trash pickups or other trash pickup concerns.

Recycled material for the entire city is picked up on Wednesdays. Pickup is from the alley, if available, or the curb. No sorting is necessary. Please place the recycle cart within three feet of the curb or alley.

4. What if I have items bigger than the normal trash?

Cedar Hill residents may dispose of one bulky item or four bundles of brush on any garbage pickup day.

By definition, “bulky items” would include stoves, water tanks, washing machines, furniture and other waste materials.
Refrigerators, icemakers, freezers, and window air conditioners will also be picked up, but they must have an attached certificate from a technician certifying that Freon has been removed from the appliance.

Items that can not picked up as bulky items are construction debris, dead animals, hazardous waste or livestock stable matter of excessive weight or volume.

Yard trash and grass clippings will be picked up if in plastic bags. Tree limbs must be bundled, no longer than 4 feet in length and not exceeding 50 pounds each. If there is a large amount of limbs, a special pick-up must be coordinated with Waste Management at 972.315.5400.

5. Can I get loose brush and tree limbs picked up?

6. What about special pickups?

7. How does winter averaging of my monthly sewer charges work?

This is the formula used to calculate your sewer charges:

1. Start with water consumption values(in thousand, i.e. "15" represents 15,000 gallons)for November on the December bill;December on the January bill;January on the February bill;and February on the March bill.

2. Drop the highest consumption of the above four months

3. Add the remaining 3 months’ consumption, divide by 3 to find the average

4. Multiply the result by .90

5. Subtract 1(as in 1,000 gallons)from the value obtained in step 4

6.Multiply the value in step 5 by $6.70

7.Add $7.75 to the value from Step 6 (to account for the 1,000 gallons subtracted from step 5)to get the new sewer rate.

The City of Cedar Hill now contracts with the City of Fort Worth to provide disposal services for household hazardous waste. Residents of Cedar Hill are invited to use Fort Worth's Environmental Collection Center (ECC) located at 6400 Bridge Street, just off of I-30E and 820. This service is offered free of charge to residents of participating cities on Thursdays and Fridays from 11:00 am - 7:00 pm and on Saturdays from 9:00 am - 3:00 pm. The Fort Worth disposal facility will accept most all materials excluding ammunition, explosives, medical waste, radioactive material (smoke detectors) tires, waste generated by businesses, and propane and butane cylinders. West Nile Virus

1. What are West Nile virus, West Nile fever, and West Nile encephalitis?

West Nile virus is a virus commonly found in Africa , West Asia , and the Middle East . It is closely related to St. Louis encephalitis virus found in the United States . The virus can infect humans, birds, mosquitoes, horses and some other mammals.

West Nile fever is a case of mild disease in people, characterized by flu like symptoms. West Nile fever typically lasts only a few days and does not appear to cause any long-term health effects.

More severe disease due to a person being infected with this virus can be West Nile encephalitis, West Nile meningitis, or West Nile meningoencephalitis. Encephalitis refers to an inflammation of the brain, meningitis is an inflammation of the membrane around the brain and the spinal cord, and meningoencephalitis refers to inflammation of the brain and the membrane surrounding it.

2. What Are the Symptoms of West Nile Virus

Serious Symptoms in a Few People. About one in 150 people infected with WNV will develop severe illness. The severe symptoms can include high fever, headache, neck stiffness, stupor, disorientation, coma, tremors, convulsions, muscle weakness, vision loss, numbness and paralysis. These symptoms may last several weeks, and neurological effects may be permanent.

Milder Symptoms in Some People. Up to 20 percent of the people who become infected have symptoms such as fever, headache, and body aches, nausea, vomiting, and sometimes swollen lymph glands or a skin rash on the chest, stomach and back. Symptoms can last for as short as a few days, though even healthy people have become sick for several weeks.

No Symptoms in Most People. Approximately 80 percent of people (about 4 out of 5) who are infected with WNV will not show any symptoms at all.

3. How is West Nile Spread?

Mosquitoes become infected when they feed on infected birds, which may circulate the virus in their blood for a few days. Infected mosquitoes can then transmit West Nile virus to humans and animals while biting to take blood. The virus is located in the mosquito's salivary glands. During blood feeding, the virus may be injected into the animal or human, where it may multiply, possibly causing illness

4. If I live in an area where birds or mosquitoes with West Nile virus have been reported and a mosquito bites me, am I likely to get sick?

No. Even in areas where the virus is circulating, very few mosquitoes are infected with the virus. Even if the mosquito is infected, less than 1% of people who get bitten and become infected will get severely ill. The chances you will become severely ill from any one mosquito bite are extremely small.

5. What can I do to help prevent the spread?

Get rid of all standing water.
·Empty, remove, cover or turn upside down any receptacle/container that will hold standing water (bottles, cans, tires, buckets, flower pots, etc.).
·Change water in pet dishes, wading pools, and bird baths several times a week.
·Cover trash containers so they will not collect water.

Repair any leaking plumbing and outside faucets

6. Following the 'four Ds' can help beat mosquito bites

According to the Dallas Department of Health and Human Resources, preventing mosquito bites is the best way to avoid getting the West Nile virus. Remember the four Ds: Drain, Dusk/Dawn, Dress and DEET

1.Drain standing water in your yard and neighborhood. Standing water can be found in swimming pools that are not kept clean, ponds, pet water dishes, birdbaths, potted plants, old tires, empty containers, toys and clogged rain gutters.

2.Dusk and dawn are the times of day you should stay indoors when mosquitoes are most active.

3.Dress in long-sleeved shirts and wear pants when you are outside. Spray thin clothing with insect repellent.

4.DEET (N, N-diethyl-m-toluamide) is an ingredient to look for in insect repellent.

7. Is West Nile Virus contagious?

No. West Nile is not spread through contact from person to person or from animal to person.

8. What is the treatment for West Nile Virus?

There is no specific treatment for WNV infection. Patients receive supportive medical care and rehabilitation if needed.
